Abstract:

As a responsible member of the global community, Hong Kong is obliged to draw up its own long-term decarbonisation strategy up to 2050 by 2020, and review our climate change efforts every five years. The HKSAR Government has therefore invited the Council for Sustainable Development to launch a territory-wide public engagement exercise to gauge the views of the public and different stakeholders in formulating an aspirational yet achievable deep decarbonisation strategy, charting practical pathways, and mobilising stronger climate mitigation actions across different sectors of the society, thereby contributing to the global decarbonisation effort.

Following the launch of the public engagement on 14 June 2019, this briefing session aims to engage the society to leverage their expertise and insights on possible climate mitigation actions to reduce carbon emissions in the Hong Kong context. Discussion topics will include the transition towards low-carbon lifestyles, reducing energy use and further decarbonising electricity generation and the development of low carbon transport, amongst others.

Speaker’s Bios:

Ms. CHOW, Senior Project Manager, has been involved in various sustainability-related research and planning consultancy works with solid experiences in organising community participatory activities, conducting workshops and charettes and providing training for NGOs, private sector and government departments. She has been a Chartered Town Planner of the Royal Town Planning Institute, the United Kingdom since 2008.

Mr. LEUNG, Assistant Project Manager, was trained as an urban planner and he has engaged in various research on urban renewal, sustainability reporting and resource efficient cities. He has also participated in a number of consultancy projects for international organisations, such as the UNEP and the China Council for International Cooperation on Environment and Development (CCICED).

In the flux of contemporary, technical and social challenges,engineers strive to maintain the trust and engagement of the public. Codes of ethics together represent a key means for maintaining this connection. “Sustainability” and “social responsibility” have emerged as urgent value concerns. This seminar will examine howa careful consideration of sustainability and social responsibility can advance the code of ethics of one particular nuclear engineering society.

Speaker’s Bios:

Professor Philip Chmielewski is the Sir Thomas More Chair of Engineering Ethics in the Seaver College of Science and Engineering at Loyola Marymount University Los Angeles. Frequently,he has lectured and offered courses in mainland China as well as in Hong Kong. His research currently focuses on developing elements of a framework for international engineering ethics. He draws upon the works of traditional Chinese thinkers who have articulated social values. Further, Chmielewski develops cases to examine professional obligations in undertaking in frastructure projects.

Mr Magwood the Director General of the Paris based Nuclear Energy Agency ( a multilateral agency with 33 member countries representing the most advanced nuclear safety, science, and technology infrastructures in the world, will review his impressions of the most important lessons from Fukushima Daiichi and other nuclear disasters and what these lessons tell us about nuclear energy and its future as a major energy source in the long term future He will consider the role nuclear energy can play in the longer term future and what steps are needed to assure a future with clean, reliable energy.

Mr Magwood took up his duties as Director General of the Nuclear Energy Agency ( on 1 September 2014 He has extensive experience in both the regulatory and developmental aspects of nuclear energy, including at the international level From 2010 to 2014 he served as one of the five Commissioners appointed by the US President and confirmed by the US Senate to the US Nuclear Regulatory Commission ( While a commissioner, he advocated the importance of nuclear regulatory independence and the necessity of maintaining strong, credible and technically sound nuclear regulation in the United States and all countries that use nuclear power.

Seminar: Design of an Accident Prevention System for Light Water Reactors Using the Artificial Neural Network and a Highspeed Simulator

Abstract:

Seven years after Fukushima, the last missing pieces of the jigsaw puzzle of light water reactor (LWR) safety have been put together. In the United States, the nuclear power industry has implemented a diverse and flexible strategy, FLEX (NEI 2012), for severe accidents. In this paper the author demonstrates that for LWRs, these methodologies can be configured into an online accident prevention system. Alterations of fission dynamics in LWRs due to mechanical failure, external event, or human error progress significantly slower than in other branches of technology such as chemical explosions or transportation accidents. The system makes rapid predictions using a high-speed simulation code and artificial intelligence (AI) diagnostics. Alternative routes are then proposed to the control room operators. Implementation of this system allows for prevention of core degradation and release of radiation into the environment.

Biography:

  • Founder president of Micro-Simulation Technology since 1985. Has developed PC-Windows based nuclear power plant simulator PCTRAN.
  • Lecturer Director of IAEA annual NPP Simulation workshop since 1996. The course material and simulator CD was distributed to all member states.
  • Internationally recognized in power plant thermal-hydraulics, safety and risk analysis, severe accident simulation and licensing activities.
  • Has provided consultation in safety analysis and risk assessment to USNRC, Japanese JAEA, Swiss HSK, Taiwanese AEC, Finnish TVO, Egyptian NPPA, Mexican ININ, South African AEC, Pakistan NRA, Indonesian BATAN.
  • Proficient in risk assessment methodologies, transient analysis codes RETRAN, RELAP5, MAAP4, GOTHIC and radiation transport codes ANISN, DOT and MORSE.
  • Familiar with current risk-informed performance-based licensing process, post-TMI lesson learned, severe accident management, alternate source terms, emergency preparedness, etc.

Abstract:

Boron Neutron Capture Therapy (BNCT) is a therapeutic technique that utilizes energetic alpha particles and back to back recoiled Li ions from boron (10B) neutron capture reactions for cancer patient treatment Alpha particle and Li ion have a combined range in tissue of 12 13 µm (comparable with cellular dimensions) and total kinetic energy of 2 33 MeV BNCT treats local invasive malignant tumors such as primary brain tumors and recurrent head and neck cancer.

The direct and indirect ionizing radiation sources for BNCT are identified Mechanism of physical, chemical and biological radiation interactions for BNCT are systemically described and analyzed.

Nuclear Safety and Technology Public Seminar: Experience from Lungmen Nuclear Power Plant Project (龍門電廠經驗談)

Abstract:

Lungmen Nuclear Power Plant is currently the largest nuclear power plant project of the Taiwan Power Company. This is by far the most difficult and troublesome project. The project was proposed in 1980, but due to political and anti-nuclear activities, work did not begin until 1999. However, in 2000, Taiwan underwent its first ever political power rotation and the project was suspended from October 2000 to February 14,2001.

Lungmen Nuclear plant was the first to introduce an Advance Boiling Water Reactor (ABWR) outside of Japan and was designed by G.E.. As the first ever ABWR, the design and construction of every aspects of the plants such as interface, control system, etc., were extremely problematic and challenging. A large number of tests, such as the nuclear power plant containment structure integrity test (SIT) and containment leakage test (ILRT), were conducted in order to prove the design correctness for this ABWR.

In this talk, the speaker will discuss how the nuclear team of the Taiwan power company overcame difficulties and conducted tests to support the design and the construction of the Lungmen nuclear plant. The talk will also discuss the current situation of Lungmen nuclear plants because the plant was determined to restore due to a recent political issue by Taiwan government.

Lungmen is not a turn-key project, so a specific plan for the project, such as system handover plan (from construction to pre-operation ), start up administration, etc., should be established and will be introduced in this talk.

Abstract:

The global need of electricity continuously increases due to population and economic growth. On the other hand, the international community has raised the concern of global warming from the release of green-house gas to the atmosphere. Nuclear power, complemented with hydro and renewable energy (such as solar and wind), has been considered the clean option for electricity generation. The Generation-IV International Forum (GIF) has been established for international community to develop the next generation nuclear systems. It identifies key technology goals for these systems: enhanced economic, safety and reliability, sustainability, proliferation resistance and physical protection. The Super-Critical Water-cooled Reactor (SCWR) is one of six selected systems for joint development. A summary of the global electricity demand, SCWR concepts currently being developed within the international community and how the SCWRs meeting GIF technology goals is presented.

Speaker’s Bios:

Dr Laurence Leung joined Canadian Nuclear Laboratories (formerly Atomic Energy of Canada Limited) in 1987 and has been working on research topics related to critical heat flux, post-dryout heat transfer, pressure drop and supercritical fluid heat transfer in Generation-III and Generation-IV nuclear reactors. He obtained his Ph.D. degree in 1994 from the University of Ottawa in Canada. Laurence retired in 2018 as the Manager of the R&D Facility Operation but continue supporting the Gen-IV Supercritical watercooled reactor program at CNL. He is currently adjunct professors at McMaster University in Canada and Xi’an Jiaotong University in China.
